PROPOSED TAX LEVY (ADDITIONAL)
MADISON TOWNSHIP (UNINCORPORATED AREA)

 

 

  • Providing for and maintaining the Fire Department and EMS
  • 2 Mills
  • Continuing period of time
  • Runs in 7 precincts:  Madison1 thru Madison7

 

A citizens committee has been formed concerning the upcoming Fire/EMS Levy in May 2010.  Anyone interested in becoming involved with this, please contact one of the members.

Below is updated information from our Twp Administration.

2010 Madison Township 2 Mill Fire Levy Facts and Figures

History

The last levy passed for Madison Township was a Fire Levy in 1981.

In 2006 Madison Township acquired Madison Township Life Squad Inc.

In 2009, the Fire Dept. and the Life Squad were combined into one department.

 

The current levy and the new levy will be exclusively for supporting the Fire Department and Life Squad.

 

Revenue

The current Fire levy brings in approx. $125,000/yr.

The Life Squad billing brings in approx. $126,000/yr.

The new levy would produce approx. $394,398/yr.  in revenue.

 

Expense

It currently takes approximately $400,000 annually to operate the Fire/EMS Department.

 

The Fire Dept is all volunteer and the Life Squad is volunteer with part time employees working

M-F, 5 AM -5 PM.

Approx. $175,000 is disbursed in payroll and withholdings for approx. 70 fire fighters and life squad members.

 

Ohio Bureau of Workers Compensation $35,500                   Building and vehicle maintenance $44,990

Utilities and telecommunication $29,700                              Fuel and mech parts $23,300

Certification and Training $15,000                                         Insurance $11,000                 

Billing and Reporting $8500                                                   Medical Supplies $7,500

 

All of our volunteers receive a $10 per run stipend. Earlier this year, a new federal law mandated this run stipend become a taxable income for all our volunteers.

 

Cost to Resident

The current cost to a $100,000 residence is approx. $1/month.

The new levy would cost a $100,000 residence approx. $5/month.

If the levy passes, the total cost to a $100,000 residence would be approx. $6/month.

The current Life Squad Membership is $55/yr. If the levy passes, there will no longer be Life Squad memberships beginning in 2011, because all Madison Township residents would be covered for Fire/EMS services. No residents will be personally billed or financially responsible for any Fire/EMS services, as we will only bill your insurance company.

Can anyone tell me what the cost was to paint the fire house near Trenton and where the money actually came from?  I have asked around a little, but can't seem to find an answer.  Thanks.

The cost of the mural was $7500 and was paid for from the Fire Fund. The painting has a 10 year warranty.

Is the fire fund money different from the money generated by the fire levy?  Or could the $7500 been used for the same items that the levy money is going to cover? 

I think the mural on the wall is beautiful, but I guess I'm wondering why they painted it if funds were short enough to have to ask for a levy.

Not to mention that this was just voted down 6 months ago.
It's good to know we can be beaten over the head with these things every few months until we give in.
I guess "no" means "no" to everything....with the exception of levys. Wink

I'm sure they wouldn't ask for the money if it wasn't needed, but I would still like to know if the money used for the mural could have been used for equipment, supplies, etc. (things that the levy money will be used for).   Does anyone know the answer to this?

Just to update some things.  First, you may have noticed some signs up around the township.  Second, members have started going door to door.  Some may be committee members, and/or family members.  We have pamphlets to pass out and hope to hit a majority of voters.  If anyone is interested in helping, please contact one of the committee members.  Any question, don't hesitate to ask.

I dont think it is an issue if the money could be used for other things....that building looked like it should have a junk yard sign on it. Very very run down looking for a Fire House in the beautiful Madison community. I think the timing is what makes it look bad. I would like to say this though. You can NOT put a price on a persons life or a loved one. Take a minute and think about this, we all pray it doesnt happen, but a loved one is in need of emergency care.......(A) they get paramedic level care in a proper few minute response or (B)  hopefully their is a volunteer crew at that very moment, hopefully there is a paramedic on duty and also hope that they dont need to call mutual aid which could be well over 15-20 minutes before any emergency care could be given. Trust me, option B happens more than you can imagine and that is a scary thought. The Madison community deserves fast high level care to all who live here. Thank you for your time.

I agree 100% that there is NO price for a life.  I also agree that we are all fortunate to live in a township where people support what is needed when it is needed.  But I disagree 100% about it not being an issue of how the money is spent.  That is EXACTLY the issue because more money is being asked for.  Maybe $7500 for the building to be painted isn't outrageous for either the mural or plain red paint - I don't know.  But I would much rather have had equipment or supplies purchased with those funds and have them stored in a plain red firehouse than having no extra equipment or supplies stored inside a building with a beautiful mural painted on it.  Maybe the fire fund is for building improvements and the painting is what needed done.  That's why I'm asking the question in the first place.

First question....
Will this improve response time? I'm sure it will. Isn't that important to save our homes, etc.? 
We can't cry over the mural anymore, that's over with, done with. Anything to improve response time, I'm in favor for. 

2nd Question...
Who is responsible for spending the fire levy money? Township trustees, correct? These folks are there because we voted them in. Or will that all change?

I am also in favor or improving the response time of our emergency service personnel and I too would like to know who will be spending the levy money.  But whether or not I vote for the levy is definitely influenced by the answer to my original question.  We all have to account for everything we spend and make choices about buying this or buying that.  Was the $7500 spent on the mural more important than equipment and supplies??? 
 
Again, I am hoping someone can answer my question as to whether or not the fire fund could be used for other things than just building improvements.

To answer Beagle09 question, this is the reply from our Twp administrator.
"When we refer to the Fire Fund, that encompasses all of the Fire Department’s revenue and expenses.  That fund is budgeted to pay for specific line items such as supplies, salaries, building maintenance, vehicle maintenance, property services, workers compensations, utilities, insurance, etc. The specific cost in question was paid for under property services."
Hope this answers your question.
On another note:  Is that if the levy passes there would no longer be a Life Squad Membership starting in 2011. For the majority of residents, the $55 membership would be about equal to what the new levy would cost a $100k home. ($61.25/year).

I'm voting YES.  Sure sure the painting of the firehouse may have not been the best idea/timing with the levy coming up, but if that's the biggest complaint after nearly 30 years without a new levy (since 1981 right?), then BIG WHOOP.  Landscape the sucker too - you've still got my vote!  Next time a levy comes around though, wait for decorative improvements after it passes...  or better yet - get someone to donate their services and use the money for equipment, etc.  Wink

My Dad and I have our own painting business and for us to powerwash and paint that building would be about 3500.00 with materials and that would prolly last about 4 years because of the brick. I am sure if they needed supplies or anything else they would get it.
